Rwanda's EDPRS2 to focus on rural development and youth employment

Kigali- 9 May 2013

The Second Economic Development and Poverty Reduction Strategy (EDPRS2), Rwanda’s plan to reach medium-term development over next five years was adopted by Cabinet yesterday.

The Strategy follows the successful implementation of EDPRS I (2008 – 2012) which registered consistently high growth (8.2%), poverty reduction and reduction in inequality. This resulted in more than 1 million people being lifted out of poverty.

EDPRS2 will focus on four thematic areas: economic transformation, rural development, youth employment and accountable governance.

Permanent Secretary in the Ministry of Finance and Economic Planning Kampeta Sayinzoga said the Strategy has specific targets that will drive Rwanda’s economy to 11.5% growth while continuing to reduce poverty and increasing citizen participation.

“The target of EDPRS 2 is to create at least 200,000 new jobs annually. We think this can be accomplished by developing skills through the reform of the national education curricula and strengthening technical and vocational training, promoting technology, as well as stimulating entrepreneurship and increasing access to finance,” said Ms. Sayinzoga.

EDPRS2 will also focus on transforming the economic geography of Rwanda by facilitating urbanisation, promoting secondary cities as well as pursuing a green economy approach.

In terms of rural development, the Strategy plans to reduce poverty from the current 44.9% to below 30% by 2018.

EDPRS 2, which will run from July 2013 to June 2018, will cost an estimated Rwf 9.929 billion.
