The Ministry of Disaster Management and Refugee Affairs with One UN Rwanda launch the “Sustainable Return and Reintegration for Rwanda Returnees” program

On Tuesday 20, 2012, the Government of Rwanda through the Ministry of Disaster Management and Refugee Affairs, MIDIMAR with One UN in Rwanda launched the “Sustainable Return and Reintegration for Rwanda Returnees” program.

The program was officially launched by General Gatsinzi Marcel Minister of Disaster Management and Refugee Affairs and Mr. Lamin Mamodou Manneh , the UN resident Coordinator in Rwanda.

The joint program is developed in response to the coming into effect of the Cessation clause on June 30, 2013, which is anticipatively expected to lead to the high increase of returnees than usual, and in an effort to ensure sustained return and reintegration opportunities for Rwandan returnees through coordinated efforts.

In his opening speech, the Mr. Lamin Mamodou acknowledged and congratulated the Government of Rwanda for its leadership role in support of this initiative with One UN, to support Rwandans who are returning home after many years in exile. He also expressed strong commitment of the UN to contribute to the effective implementation of the program.

“The remarkable and visible changes that I have witnessed in Rwanda over the years, is a testimony to the fact that, with dedication to a sound vision, strong leadership, commitment and self-less work that the people of Rwanda have shown, people’s lives can be transformed.” Said Lamin Mamodou

I am personally committed to support this important program because it provide a durable and satisfying solution to the problem of Rwandan refugees.” He added
Minister Gatsinzi assured that it is the government main concern to see all Rwandans wherever they are, living without being labeled as refugees and contributing to the national development.

“Our government has provided the most valuable contribution by establishing freedom and peace so that all Rwandan refugees can safely repatriate. The program we launched today in line with the government preparedness to effectively receive returnees and make sure that they are reintegrated in the community.” Said General Marcel Gatsinzi

The Sustainable Return and reintegration program for Rwanda returnees targets over 70,000 returnees including those who returned since 2009 and a big number of those expected to come during the next two years. The program budget is estimated to 11USD million and will be implemented in 26 months through the overall coordination of MIDIMAR and UNHCR.

The launching ceremony was attended by ambassadors and head of diplomatic missions accredited to Rwanda, UN agencies representatives and delegates from concerned Ministries namely Ministry of Finance, Ministry of Justice, and Ministry of health, Ministry of Local government and the Ministry of Foreign Affairs who are also among implementation stakeholders.
