Global Gateway Forum 2025: quand les faits contredisent le discours du Président Tshisekedi

Le Président Tshisekedi : « Depuis que j’ai été élu en 2019, lors de mon premier mandat, je suis allé voir tous mes neuf voisins, plus particulièrement le Rwanda et l’Ouganda, pays avec lesquels nous avions des tensions, pour vous proposer de travailler ensemble, de rapprocher nos peuples, nos communautés, pour le développement et le bien-être de celles-ci. »

  • Depuis 1999, plus de dix accords et feuilles de route pour la paix ont été conclus et signés, mais jamais mis en œuvre, faute de volonté politique de la part du Président de la République démocratique du Congo et en raison de l’insistance de son gouvernement à privilégier une solution militaire.

  • Le gouvernement congolais a mobilisé et encouragé des discours déshumanisants, ainsi que la persécution, le nettoyage ethnique et l’exil de certaines communautés congolaises à l’intérieur de la RDC, en imputant la responsabilité de ces actes au Rwanda.

Le Président Tshisekedi : « À aucun moment je n’ai affiché une attitude belliqueuse quelle qu’elle soit à l’égard du Rwanda ou de l’Ouganda ou d’un autre de nos neuf voisins. »

  • Pourtant, le Président de la RDC a à plusieurs reprises employé une rhétorique hostile à l’égard du Rwanda, notamment durant sa campagne de réélection, où il qualifia le Président du Rwanda de Hitler et menaça de déclarer la guerre au Rwanda. Il s’en est vanté publiquement, évoquant l’utilisation de drones et de bombardements sur Kigali.

  • Il s’est engagé à “collaborer avec les ennemis du Rwanda” afin de renverser le gouvernement rwandais et de “libérer le peuple rwandais”.

  • Cette attitude hostile et belliqueuse est constamment affichée par le Président de la DRC lors de tous les forums régionaux et internationaux, y compris lorsqu’il appelle à des mesures coercitives et à des sanctions contre le Rwanda à l’Assemblée générale des Nations Unies. Cette logique de bouc émissaire se retrouve systématiquement chez les responsables congolais, quel que soit le contexte.

  • Sur le plan interne, les autorités congolaises continuent de susciter la haine et l’hostilité à l’égard du Rwanda, imputant tous les malheurs à ce pays, jusqu’à des excès absurdes.

  • Cela inclut l’ancien ministre congolais de la Justice, qui a à plusieurs reprises ciblé et menacé les Rwandais ainsi que les Tutsi congolais, avant d’imputer au Rwanda sa propre condamnation pour détournement de fonds.

  • On constate également l’inculcation d’une idéologie anti-Tutsi et anti-Rwanda aux enfants dans les écoles congolaises, ainsi que le lancement de campagnes ciblées contre le Rwanda auprès de gouvernements étrangers.

  • La RDC a tenté de saboter des partenariats sportifs internationaux liés à la marque Visit Rwanda. Des citoyens rwandais ont été arbitrairement arrêtés, détenus et torturés dans les prisons de Kinshasa, et au moins deux d’entre eux sont morts en détention.

  • La RDC a fermé son espace aérien aux vols civils en provenance du Rwanda.

  • De nombreuses procédures judiciaires frivoles ont été engagées contre le Rwanda, témoignant d’une volonté de « forum shopping » judiciaire.

  • Depuis 2019, plus de vingt attaques transfrontalières et violations de l’espace aérien rwandais ont été recensées, notamment des bombardements en janvier 2025 sur Rubavu (Ouest du Rwanda) par l’armée congolaise et ses alliés, ayant causé la mort de seize civils rwandais.

Le Président Tshisekedi : « Aujourd’hui, nous vivons cette situation et nous sommes les deux seuls capables d’arrêter cette escalade. »

  • Cette opportunité est désormais passée, seul le Président de la RDC est en mesure de mettre fin à “cette escalade” en se concentrant sur la mise en œuvre effective des mécanismes de paix existants.

  • Le Rwanda a maintes fois cherché à lever les obstacles à la paix par la voie bilatérale, notamment en ce qui concerne la menace sécuritaire posée par les FDLR soutenus par la RDC, mais celle-ci a choisi une solution militaire, faisant appel à des troupes étrangères et à des mercenaires pour intervenir dans son conflit interne, tout en visant le Rwanda.

  • Le Président de la RDC a ignoré et manqué de respect aux accords politiques et diplomatiques conclus par la région (CAE, SADC, UA) pour résoudre le conflit et instaurer la paix. Il continue de bloquer la mise en œuvre de l’Accord de paix de Washington, notamment en refusant de démanteler et de cesser le parrainage étatique congolais des FDLR, qui sont hébergés et combattent aux côtés de l’armée congolaise. Le Président de la RDC a également refusé, au dernier moment, d’approuver le Cadre d’intégration économique régionale, finalisé sans objection des délégations rwandaise et congolaise.

  • La mise en œuvre de ces accords est réciproque et doit être suivie par les parties concernées, conformément aux stipulations des accords.

Le Président Tshisekedi : « Je le dis en prenant à témoin le Président João Lourenço, notre président actuellement de l’Union Africaine, dont je rends d’ailleurs l’hommage, un hommage particulier pour son implication dans cette crise et qui, comme vous le savez, était à quelque encablure de la régler définitivement. Mais, malheureusement, sans aucune raison, en tout cas je n’en ai jamais entendu jusqu’à ce jour, vous avez boycotté cette cérémonie alors que nous étions à 98 % déjà de recouvrer une paix durable. »

  • Le Rwanda a choisi de ne pas participer à cette opération de pure mise en scène à Luanda et a expliqué dans une déclaration publique (cf. COMMUNIQUÉ) que la RDC avait refusé de tenir son engagement de négocier avec sa rébellion interne, source d’insécurité pour le Rwanda.

Le Président Tshisekedi : « Mais il n’est pas trop tard pour bien faire. Et c’est pour ça que je prends à témoin ce forum, et à travers lui le monde entier, pour vous tendre la main, Monsieur le Président, parce que nous fassions la paix des braves. Et cela demande que vous donniez l’ordre aux troupes du M23, qui sont soutenues par votre pays, d'arrêter cette escalade qui a fait suffisamment de morts comme ça. »

  • Le Président de la RDC a à plusieurs reprises manqué de faire ce qui était juste. La paix en RDC ne pourra être atteinte qu’en s’engageant dans des négociations avec le mouvement rebelle congolais AFC/M23, conformément au processus de Doha auquel la RDC a accepté de participer.

  • La désescalade est entre les mains du Président de la RDC : neutraliser les FDLR, désarmer et démobiliser la milice Wazalendo, et mettre fin à l’accumulation de milliers de soldats hostiles de l’armée burundaise, qui ont afflué au Sud-Kivu, tous déterminés à travailler avec les FARDC pour violer le cessez-le-feu et attaquer des localités civiles.

Le Président Tshisekedi : « Nous les comptons par millions depuis des années. L’histoire nous jugera. Il est temps d'arrêter et de nous tourner vers la paix et le développement. » 

  • Cette estimation relève d’un chiffre historiquement infondé, sans base factuelle.

Le Président Tshisekedi : « Je remercie le Président Cyril Ramaphosa, qui est venu à nos côtés, qui n’a pas hésité à envoyer ses troupes, dont d'ailleurs certains éléments sont tombés sur le champ d’honneur dans notre pays, au front. Ce qui nous oblige à rester définitivement reconnaissants envers la République d’Afrique du Sud, et des autres républiques sœurs de Tanzanie et du Malawi, qui avaient aussi contribué à des troupes. »

  • Les troupes de la SADC ont été inutilement engagées et ont subi des pertes en intervenant en RDC comme belligérants d’un conflit interne congolais, de même que dans le cadre des projets de la RDC d’attaquer le Rwanda. Ces troupes ont été vaincues puis libérées après la chute de Goma, et elles ont depuis quitté la région, bénéficiant d’un passage sûr par le Rwanda. Trois cents mercenaires européens, engagés par le gouvernement congolais pour combattre ses propres citoyens, ont également été libérés et autorisés à traverser le Rwanda en toute sécurité.

Le Président Tshisekedi : « Mais je crois que l’Afrique aujourd’hui a besoin de passer à autre chose, Monsieur le Président Paul Kagame, et nous en sommes capables. Prenons simplement le courage de nous regarder en face, de dire ce qui ne va pas et de prendre les décisions, les bonnes, pour nos populations. »

  • Les obstacles à la paix sont bien connus. Des accords et feuilles de route existent. Ce qui fait défaut, c’est la sincérité et la volonté politique de la RDC, ainsi qu’un Président qui persiste à jouer le rôle de la victime et à rejeter la responsabilité sur autrui.

Le Président Tshisekedi : « Et donc, le plaidoyer que j’avais prévu pour appeler à des sanctions, je préfère le suspendre pour le moment, en attendant évidemment d’avoir la réponse du Président Kagame, parce que j’ai vu ici dans la salle également l’émissaire du Président Donald Trump, dont je salue l’implication dans la crise qui frappe mon pays, et à travers lui également nos amis et frères du Qatar, avec son Émir qui s'était aussi impliqué. Merci également à l’Union Africaine, aujourd'hui représentée par le président Faure Gnassingbé, désigné par le Président en exercice de l’Union Africaine, le président Lourenço, qui aussi est à nos côtés pour ça. »

  • La perpétuation du discours de bouc émissaire et les appels incessants de la RDC à des sanctions contre le Rwanda ne constituent pas une solution et ne conduiront pas à la paix, pas plus que le recours systématique à une médiation opportuniste. Le Rwanda ne compromettra pas sa sécurité nationale sous la menace de sanctions. La RDC doit se concentrer sur la mise en œuvre des accords de paix existants et sur l’aboutissement des négociations dans le cadre du processus de Doha.

Le Président Tshisekedi : « Je crois que cet appel est la preuve que la République démocratique du Congo n’est pas belliqueuse. La République démocratique du Congo veut la paix, la véritable paix qui va entraîner la stabilité et permettre le développement de cette région qui, pour moi, est l’une des plus belles régions du monde, c’est-à-dire cette région des Grands Lacs. J’espère que cet appel sera entendu par le Président Kagame, et je lui dis ma disponibilité à discuter de cette situation. »

  • Des paroles creuses, des mensonges et des déformations ne produiront pas la paix dont ont besoin tous les pays de la région des Grands Lacs. Le Président Tshisekedi doit tenir ses engagements, respecter et mettre en œuvre les accords signés par la RDC, et ne pas tenir pour acquis l’appui des partenaires régionaux et internationaux qui investissent dans les processus de paix en cours.
